I think half a day in Hinatuan River is more than enough. Make sure you go there early morning though when it's at its awesomest. You can then swing over to Siargao afterwards. If you can rent a car for a day, I think you will be able to make it to Surigao City (jump off for Siargao) before nightfall. Regarding car rental in Butuan, you can always check with the City Tourism office, they have their office beside the city plaza. They usually have a list of accredited operators just so you don't get scammed.
